Vishnevskaya M. The Models and Methods of Creating the Methodic and Organizational Support for the Programs of the Region Innovational Development

The object of the investigation is the processes of management of the region's development programmes' formation. The aim of the research is development of models complexes and methods of formation of methodical and organizational programmes of the region's innovative development with the aim to increase its efficiency. Methods of research include mathematical modelling (index of the project's innovativeness), optimization (optimization of the region's innovative development) and methods of expert's evaluation (calculation of the project's innovativeness index). Practical implication of the investigation's results are connected with the fact that the research allowed to create effective methodology of formation of the region's innovative development programme on the basis of the models, notions, coefficients and techniques developed by the author, using special programmed means to manage projects. Scientific novelty of the received results lies in the obtained index of the project's innovativeness which allows to evaluate the effect of the implemented innovation on the complex basis, obtain quality results and assess influence of risks and necessary resources on the initial sages of the project. The model of cluster's analyses due to introduction of standard indexes for diminishing errors that permits to cluster projects by different ways of financing and levels of index of the project's innovativeness has been perfected; methods of evaluation of profitable and unprofitable projects' efficiency with the help of the index of the project's innovativeness that can compare projects while forming a portfolio or programmes of the region's development have been improved. Further development of more precise terminology as for "development projects" has taken place which allows to divide all the projects into development projects of an enterprise, a branch, a region, a country and other projects; development of exact terminology as for the notion of "regional and economic innovation cluster" by theoretical defining a cluster concerning innovative development of the region and project methodology.
