For the first time the causes and conditions of these authorities were comprehensively examined, creating of the committee internal structure was reproduced. Their activities in food and agriculture were researched. The basic steps of community committees to establish social and economic life in the region were determined. The relationship between public committees and local and central authorities was investigated. The causes of decline and self-government elimination were established.
