In the dissertation political, economic and welfare activity of the Kiev municipal duma in 1917 - 1919 On the basis of the system analysis source base is in a complex investigated and the scientific literature the basic directions of work of a municipal duma and a justice are opened, different factors which positively or negatively influenced it are analysed. The comparative characteristic of the legislation which regulated the rights and duties of city self-management during this period is carried out. Influence of the Kiev municipal duma on a political life of a city is reflected. Participation of a municipal duma and a justice on development of municipal services, an accomplishment, medical sphere is defined. Different directions of the social help of city self-management to the population are tracked. The shown role of city self-management in education formation in a city. Influence of municipal bodies on development of a cultural link of a life of a city is defined.
