Relationship between state administration and local authorities in Ukrainian Hetman State of P. Skoropadsky was comprehensively researched in this work. The study of the mentioned problem is essential, both due to complete historical reconstruction of the events and as a warning against wrong methods of building relations between central administration and local communities. Basing upon corresponding scientific background of predecessors and representational source base, it was studied the process of local state administrations formation. Heads of Regions and Heads of Districts were majorly represented by landlords, military men, zemsky (territorial) representatives who were in sympathy with socioeconomic platform and autocratic policy of the government. Social and political structure of zemsky assemblies and cities councils elected during the period of Provisional Government was comprehensively analyzed.
