The peculiar features of shadow economy are identified. The meaning of notion "shadow economy" is specified. The common and specific for Ukraine factors of shadow economy stimulation are analyzed. The shadow economy is recognized as a form of economic life, complex, open, hierarchical and nonequilibrical emergent eco-nomic system. The system-wide and specific features of shadow economy system are analyzed. The link between level of social-economic development of a region and its level of economic security is shown. Using the example of VAT the imperfection of tax system and its impact for making the conditions for shadowing the economy are shown. The expedience of indicator approach usage in evaluating the economic security and shadow economy of the region is proved. The system of indicators of region economic security is considered. The approbation of such system is made. The principle ap-proaches to VAT administration and making the economical interest of its payers are considered. The strategy of de-shadowing of national economy is considered as the main document that identifies the complex of interrelated activities of counteraction for shadow economy in the state. The demands of developing such strategy are shown. The expedience of foundation of the regional economical security agency is grounded.
