The dissertation is devoted to complex study of basic aspects of development of the Ukrainian cities of province value in a last period of existence of this form of administrative-territorial division and on the stage of becoming of soviet administratively command systems of the first half of the twentieths of the ХХ century. On the basis of wide circle of the archived documents, statistical editions and achievements of historiography the changes of amount of cities are traced, their administrative and legal status is researched.
