Essay

The new factual material which was received from archival funds allowed us: analyzed dynamics of recruitment campaigns in the south of Ukraine in 1941 - 1944; investigated the role of civil administration and the occupation forces in this process; determined the routes of transport workers to the places of exploitation, revealed specifics of the employment of soviet citizens in Germany and Romania. Based on research the author was identified regional specificity, which was determined by the action of two factor: firstly, presence in the region strategically important shipping industry and port infrastructure, which caused saving labor during the occupation; secondly, particularly economic policies of Romanian occupation forces in "Transnistria" and "Bessarabia" which attempt to minimize the deportation of workers to the Reich.
