In-process on the basis of the analysis of archival documents, periodic press, published sources and achievements of a historiography, complex research of fiscal policy of the Soviet power is carried out in the Ukrainian village in 20-30 years. The basic theoretical principles of new economic policy, ways and methods of its realization in a context of the solution of the main objectives of the Soviet state are found, is revealed and systematized organizational forms and social and economic types of country duties.
