The dissertation presents a comprehensive study of the use of the Bolsheviks institution authorized as a tool for the implementation of Soviet policy in the Ukrainian village. The analysis of historiography was introduced into scientific use new sources of national and regional archives. Detected interactions top party leadership with competent regarding the implementation of Soviet policy in the countryside.
