The theoretical substantiation is presented to dissertations and decisions of a scientific problem concerning working out of specifications of operation of trolleys which consider features of each vehicle, run and operational loading on routes at planning of periodicity and the amounts of works which realization provides improvements of an overall performance of the enterprises of urban transport. The system of maintenance service and repair of a rolling stock by operated system with feedback which considers rates of change of working capacity of mobile units in a complex is presented, gives the chance to analyze efficiency of operating system that and to establish a principle of construction of rational system. The criterion of service conditions which considers the daily run, which caused by operating modes of trolleys, individual properties and service conditions on routes is proved and defined, and gives the chance to specify arrival terms on maintenance service of each mobile unit. Improved methods of system maintenance and repair of trolley in an integrated criterion when planning priority transport units for repair and preventive actions.
