Essay

The object of research is the process of international migration of skilled workers in the context of globalization. The aim is to develop the theoretical and methodological foundations of the study of international migration and development research and practical implications for the regulation of international migration of skilled workers in a global transformations in the international labor market. Methods: analysis and synthesis, induction and deduction, the method of historical unity and logical, comparative approach, positive and normative approaches, statistical, mathematical and economic method of comparative analysis, graphing. Theoretical results are to deepen the theoretical and methodological foundations of the study of international migration and development research and practical implications for the regulation of international migration of skilled workers in the existing imbalances in the global labor market. Scientific novelty: first: an assessment of the process and outcomes of international migration exercise using the index of propensity to migration of skilled personnel; improved: block diagram of the system of regulation of international migration of skilled workers and proposed basic principles consistent state migration policy of Ukraine in the conditions of globalization; have further development: authors' definitions of international migration of skilled personnel, virtual migration; conceptual model of the international movement of personnel in the context of globalization. Degree of implementation: findings put into practice the Committee on Industrial and Regulatory Policy and Entrepreneurship of the Verkhovna Rada of Ukraine, Economic Department of Nikolaev, Administration, Dnipropetrovsk Chamber of Commerce, Enterprise "STATEH Corporation sro"; OP "South-Ukrainian NPP" NAEK "ENERGOATOM" as well as in the educational process of Pridneprovskaya Academy of Building and Architecture. Scope: interdisciplinary.
