Radey A. Bureaucracy as a management institution: the socio-philosophical analysis

The dissertation is dedicated to the complex social-philosophical research of bureaucracy as an integral part of management institutions, trends in the development and functioning of the institutions and the possible ways of increasing operational efficiency in these institutions. The basic social and philosophical concepts of bureaucracy have been analyzed. The specific character of bureaucratic ethics and its influence on the individuality has been presented. The correspondence between bureaucratic way of realisation of authoritative decisions and the democratic principles of the social system has been discovered. The origin of the modern Ukrainian bureaucracy formation and its distinctive features have been examined. As the result dysfunctional frictions in its operation have been studied. It was proved, that a complex combination of the methods of administrative and socio-cultural influences should be used to increase operational efficiency of modern bureaucracy.
