The thesis considers the issue of higher education reorganization and development in Ukrainian SSR in 1920s - early 1930s. The work researches conceptual and normative legal grounds for higher education development. The material and financial resources of higher education has been described. The thesis analyses the process of providing the institutions of higher education with research and educational personnel with a lot of attention being paid to post-graduate course. The work considers the economic standing of professional and teaching staff. The manuscript covers the forms, methods, tasks, and trends of academic and educational work in higher education.
