Moldovan E. Moral and ideological means of preservation and opposition to corruption on Public Service of Ukraine

The object of researching is social relations are established between the state and Civil Servants in the process of preventing and combating corruption in the public service. The goal is a theoretical justification of moral and ideological means of preventing and combating corruption on Civil Service of Ukraine and identify ways of their application in practice in the field of Public Service. Scientific novelty of the results is the scientific substantiation of improving the moral and ideological means of preventing and combating corruption on Civil Service of Ukraine and the development of practical recommendations for their use. First: proposed and solved the meaning of "means of preventing and combating corruption" as a tool by which the impact on corrupt behavior toward preventive and combating it in all public areas, including the civil service, as well as "moral and ideological means of preventing and combating corruption "- set of moral and ideological instrument by which directly and / or indirectly by preventing and combating corruption, the author developed the draft program of moral and ideological anti-corruption measures. Improved: approaches to historical analysis of corruption as a social phenomenon, the classification of areas of combating and preventing corruption in the public service by moral and ideological means by their division into groups, the main goal of the vision, priorities and ways of moral and ideological anti-corruption tools in the context of project development program of moral and ideological anti-corruption measures. We got further development: a study of foreign experience to prevent and combat corruption in the public service within which defined the characteristics of anti-corruption systems of European countries, USA, Singapore, developments on the moral and ideological principles of preventing and combating corruption in the Public Service and their content, approaches to the analysis of regulatory law of moral and ideological means of preventing and combating corruption, scientific analysis of the problems of interpretation of application of preventing and combating corruption.
