Essay

Object: parliamentary opposition block in the Verkhovna Rada of Ukraine XII convocation - the People's Council (Narodna Rada). Goal: comprehensive analysis of the stages of formation, forms of activities and the role of the parliamentary opposition block - the People's Council in the democratization of public life of republic and obtaining by Ukraine the status of an independent state. Methods: historical, logical, systematic, chronological, typological, problem-chronological, comparative-historical, sociological and statistical. Results: for the first time in Ukrainian historiography against the socio-political changes in Ukraine in 1989-1991. comprehensively investigated the activities of the People's Council, traced the steps of forming a democratic deputies in the Verkhovna Rada and the activity of the People's Council as the parliamentary party coalition, clarified the personal and the social composition of the People's Council, reconstructed organizational and political-party structure of the parliamentary opposition, set the tactics of the political struggle of the People's Council for the achievement of major policy goals the opposition, revealed the role of the People's Council in the structuring of the Verkhovna Rada, which turned it into a classic representative body on the principles of parliamentarism, analyzed the reasons for the failure of the opposition in the election campaigns in 1990 and 1991 and the consequences of the loss of People's Council of the value an important coordination center of the democratic forces. Scope of application: for the preparation of teaching materials, for the analysis the composition of Parliament of subsequent convocations, for laying a biographical dictionary of members of Parliament, may be considered the leaders of parties, leaders of the opposition to ensure democratic standards in the development of society and the strengthening of the sovereignty of Ukraine.
