The civil service as a factor of ensuring the effective functioning of the executive power in Ukraine is investigated in the thesis. The main directions of research of the dynamic characteristics of civil service are ascertained. The concept of "government effectiveness" and its relationship with the efficiency of civil service is analyzed. The specificity and main parameters of functioning of the executive branch are defined. The civil service in the system of executive branch is discovered, the criteria and mechanisms for the use of its transformative potential are determined. The value of political and administrative component in government is analyzed.
