The meaning of the notions "youth community", "youth" are clarified, its ideological basis that directs the subject-object relationship in addressing youth issues is defined, the major trends formed under the influence of internal and external factors are traced. The ideological foundations of relations between the state and the youths in a totalitarian society are also clarified, and the effectiveness and impact of youth community in the Soviet period is analyzed. The change of the place and role of ideology in the post-Soviet period is investigated, especially the principles of youth community in the period of the crisis of totalitarianism are defined, the process of establishing political and ideological pluralism in the Ukrainian society and its impact on the efficiency of the modern youth community are analyzed. The basic contradictions, problems and prospects of forming a democratic model of youth policy and its ideological priorities in modern Ukrainian society are traced.
