In the dissertation research and theoretical foundations of modern research status and trends of employment in the civil service of Ukraine, presented current needs and problems of the formation of a dynamic employment on the basis of social and humanistic orientation work, practical recommendations for their understanding and resolution . The definition of employment in the public service and prompted the management to turn public administration a number of concepts derived from it . The necessity of understanding the employment in the civil service as a social system and object state policy of employment of its operation and Development, which is regarded as a triad : economic, social and legal component. Based on international experience generalization of relations employment humanistic orientation defined possibilities and limits its implementation in Ukraine . Reveals the conceptual principles of the state policy of employment in the civil service of Ukraine, Practical recommendations for their use.
