Essay

The study, based on comparative studies of political science, sociology, civics and philosophical sources, addresses a number of issues in the mutual relations of state and civil society. One of the foremost issues is an evident contradiction: Ukraine has to build a civil society, however the very institute of the Ukrainian state, as facilitator of this process, isn't regarded as a constituent part of civil society. Public servants, who should facilitate the formation of civil society, are agents of state administration, which, on the current stage of state development, rather withstands the civil society, instead of partnering it. The young age cohort of public servants can act as both an agent of state administration, and an agent of constructive social change. This role allows the public to overcome the dichotomy between the state and civil society, as the young public servants undergo at their workplace the next stage of their own socialization, and their social position is still quite flexible. However, this requires the appropriate tools to unlock the potential of young people in the public service.
