Shovgelya E. Providing motivation of local government officials in the context of industrial cities of Ukraine

The aim of the thesis is a synthesis of theoretical principles to ensure the work motivation of local government officials in terms of the industrial cities of Ukraine , research trends, areas of improvement and make recommendations on the application of scientific results in the practice of public administration and local government. Object of study - the professional activities of local government officials . Subject of the study - providing motivation of local government officials in terms of the industrial cities of Ukraine On the basis of analysis of scientific literature of public administration, legal framework, statistical theory in the dissertation new approaches are summarized, disclosed and identified to motivate local government officials in the industrial cities of Ukraine by bringing tariff of wages in the dependence of the average wage in the city. In a study there is presented the developed structure of payment mechanisms and incentives which is logically related with the system of factors and indicators that form the tariff and over tariff mechanism of regulation of material compensation subject to the conditions objectively forming motivational system of local government officials of the industrial city, based on compliance level of their remuneration level and of the average wage in the city. Special emphasis in the dissertation is given to the tendencies in the development and improvement of non-economic and social incentives of the effective professional function of the local government officials. Appropriate changes proposed to the draft Law of Ukraine "About Service in Local Government".
