The object of the study is the process of management of projects and programs of the financial institutions development in turbulent environment based on matrix models and technologies. The aim of the research is to create models and theoretical proof of the turbulent environment and matrix technology of financial institutions management. The object of the study is the model and methods project management based on matrix models and technologies , taking into account influence of turbulent environment. The main results of the study is to create effective technology of project management of financial institutions in turbulent environment based on matrix models and methods as the basis for decision-making on project management and organization development. Results of the study are introduced within the projects and programs of the Ministry of Finance of Ukraine , at UkrSibBank and Ukreksimbank, as well as the educational process at the project management KNUBA.
