The aim of the research is an improvement of the institutional and legal framework of openness of public service in Ukraine on the basis of international experience. Object of the study is the public service openness. Subject is the organizational-legal principles of public service openness in Ukraine on the basis of international experience. On the basis of analysis of scientific literature of public administration, legal framework of the content of the concept "public service openness" has been determined and its types have been singled out. This paper contains the comparable description of historical stages of national public service in the context of organizational-legal support of its openness. In terms of openness the open model (USA), closed model (France), mixed models (Great Britain, Poland, Hungary) of public service openness is reviewed. There have been offered the main ways to strengthen public service openness in Ukraine on the basis of current experience of foreign countries.
