Essay

The study is a theoretical foundation of the conceptual framework and priorities of public service under the public administration reform in Ukraine and recommendations for their support on the basis of the implementation of the best practices of public administration. Object of study - the social relations that develop in the system of public administration reform in Ukraine . Purpose of the study - the development of the civil service in terms of public administration reform in Ukraine. The thesis was first conceptualized the necessity of a comprehensive approach to the development of public service as an integral part of public administration reform in Ukraine on the basis of synergistic and principles of consistency, integrity, and irreversibility of multiple; improved conceptual and methodological approaches to understanding the content of public service in the context of theories and laws and the philosophy of the state as a consumer-oriented service organization. The essence of the major changes in the functioning and development of the public service, to push at the intersection of megatrends globalization, regionalization and localization are rational democracy, effectiveness and efficiency, partnership, cooperation, implementation of the initiative, entrepreneurship, care about customer service; approaches to determine the driving and braking forces that define areas of public service in terms of public administration reform in Ukraine through the use of factor analysis, namely the intensity of democratic processes in the public service; interaction of state bodies with the public on the principles of social responsibility; motivation of civil servants for self-development; obtained the further development of conceptual-categories of the theory of public administration, in particular formulated the concept of public service as a managed process targeted for priority changes in the functioning of public services that are coordinated with the development of the environment, may occur in different forms and be achieved in various ways; theoretical justification for directions introducing advanced foreign experience in the development of civil service reform in terms of governance based on the principles of openness, collaboration, accountability, effectiveness and consistency.
