The thesis centers around the peculiarities of state personnel policy in the civil service, analyzed and summarized during the formation of personnel policy in the civil service of Ukraine. The concept of harmonization of political and administrative posts in the Civil Service of Ukraine. Outlined the formation of personnel policy through the regulatory procedure of replacing civil servants of career structure and characteristics of state officials and the conditions of civil service. Research through development of personnel policy in the civil service of Ukraine in the context of international experience in improving generalization of personnel policy and the balance of political and administrative approaches in state personnel policy.The necessity of developing an effective mechanism for training not only government officials but also those who hold political office.
