Research object - process management development programs to provide regional transport services systems. Purpose of the study - models, methods and tools for proactive management development programs of regional road transport. Hypothesis of the study is based on the assumption that the activity of local governments to provide public transport services will be effective for the scientific substantiation of models, methods and mechanisms for proactive management development programs of regional road transport. MAIN scientific results of the thesis - the method of proactive program management of road transport , based on prediction mechanism with regard to the required accuracy , the amount and type of initial information and the decision to choose the type of function prohnozuvannya.Rezultaty of the research on systematic approach to the development of regional systems of motor vehicles; research model of territorial transportation socioeconomic system of the region; approaches to formulating objectives and activities of the program of these systems used in Kyiv city administration in preparation of the draft strategy decisions of the Association of Road Transport Ukraine in preparing solutions in the development of regional systems of motor vehicles.
