The thesis is devoted to the problem of the entrepreneurial culture in the cities of Ukraine during the modernization in the second half of 19th - the beginning of 20th centuries. The leading trend of changes was the destruction of the traditional social institutions and the simultaneous formation of new ones, specific to industrial society. New social stratums, including entrepreneurship, were forming in the process of erosion of traditional social structure. However, establishing the entrepreneurship was not finished. Entrepreneurial culture determined the way businesses interacted with society, the level of social responsibility and awareness of entrepreneurs, their readiness for its activities not only accrue earnings, but also fulfill a social mission. The development of the entrepreneurship during imperial modernization resulted into forming such type of it, which was not ready to accept and bear social responsibility. Interrelations of state and society created the general context of interrelations of entrepreneurship and state. The state tried to 'create' the group of loyal entrepreneurs and such attempts were successful. But, as a result, entrepreneurs could not exist without state support.
