The study analyzes the conceptual foundations of the policy of the Soviet government to rural women. Researched laws and regulations adopted in Soviet Ukraine during the studied period, their compliance with the actual situation and especially the implementation on the ground. Despite the progressive nature of Soviet policy to solve a "women's issue" the analysis of laws and regulations testified that the legal status of rural women, mostly was small declarative, collective legislation often substituted ratios required for the industry. Such main social benefits as sick leave, fixed working hours, pensions, did not apply to farmers.
