Essay

The dissertation is devoted to the problems of innovation culture as a principle of organization and functioning of public service. It was found that the system of civil service plays a key role in the state innovation development. Therefore it must be based on innovation and cultural principles of its organization and functioning for effective responding to the new challenges and implementing of necessary changes in the process of modernization of civil service. There were determined the features and conceptual approaches to the innovation culture as the basic characteristics of public service.
