Essay

The thesis is devoted to the study of theoretical and practical problems of human resource management in the public service. Analyzed the domestic and foreign scientific developments regarding human resource management and identifed the degree of development of certain problems in the civil service legal framework of Ukraine, which regulates the public service system; the essence and content of human resource management; the basic socio-economic factors and trends in human resource management reform in the civil service of the European Union and worldwide. Defined tools of improving the management of human resources used in the civil service in the Member States of the European Union and the main directions of improving human resource management in the civil service of Ukraine.
