Historiography of the problem is conventionally divided into three stages: first - 1991 - 1996; second period is dated 1997 - 2004; third - from 2005 to present, and is represented by the works of foreign researchers. Based on a systems approach to the study of the topic, the author revealed the dynamics of changes in the size, structuring, location, nature of activity of social NGOs. It has been proved that the successful fulfillment of NGOs' tasks depended on their ability to forge partnerships with public authorities, the private sector, foreign donor agencies and individuals.
