Essay

The thesis explains the purpose and structure of successful professional civil service using basic scientific approaches to the study of this issue. The author of the scientific understanding of the concept reasonably successful professional civil service of Ukraine as a process involves consideration of: the following priorities (effective personnel policies, favorable socio-economic conditions, organizational and legal framework, development and potential civil servant, direction of personnel services on an individual approach, improvement of mechanisms of civil service, promotion of civil servants achieve successful professional activity of scientific research), principles (legality, professionalism, integrity, of strategy, transparency and openness, initiative, creativity, promote professional development of civil servants) and technologies (planning professional development support, mentoring, coaching, audit, assesment center, SWOT-analysis, kaizen, management based on results) that contribute to the integrity of the personnel processes aimed at implementation of human resources in the civil service. The study author suggested definition of "successful professional civil service" as a process of development, implementation and management decisions based on lyudynotsentryzmu, motivation, self-development and self-realization, the system of professional knowledge and skills, providing professional development, achieve goals and meet professional activity. Posted methodological prerequisites for successful management aspect of professional civil servants.
