Essay

The educational sphere of Australia (Higher Education in Australia) has become the object of comparative research in the context of market oriented reforms; the integrity of scientific analysis of the formation and development of higher education in the context of market oriented reforms are performed in the dissertation for the first time in Ukraine. In our paper the current theoretical approaches to understanding the essence and specificity of market-oriented reforms in Australia are analyzed, the principles of evolutionary changes are defined and the theories of market-oriented educational reforms are outlined (standard-oriented, centralized and decentralized, market-oriented); the results of the target set, semantic and technological aspects of Higher Education Reforming in Australia in the context of market oriented reforms are theoretically concretized; the socio-economic and political preconditions of educational policy formation in Australia are underlined; the main periods of development of higher education in Australia with the main provisions of the economic theories and leading ideas for reforming the Australian national educational policy are allocated and characterized. In our research the main directions of current educational reforms are analyzed and systematized; the role and place of privatization of Australian Higher Education in the context of market oriented reforms is also defined; the optimal forms of the market oriented reforms: "Strategic Alliance", the "Melbourne program" and the Program "Strategic Plan" are determined; the tasks of coordination of higher education are defined; the recommendations for the introduction of market mechanisms in education in Ukraine are provided. This study does not cover all aspects of higher education reform in Australia, and demonstrates the need for its further development in promising areas such as: quality assurance system, the interaction of universities of science, business, and forms of cooperation, the system of innovation in training, education, management of higher education institutions, informatization, computerization, export of educational products, training of foreign students and others.
