The aim of the research is the study of formation and development of administrative competence of public servants and local self-government officials in the institutional system of training and make recommendations on the use of scientific results in the practice of public administration. The object of study is the professional activity of public servants and local self-government officials. The subject of the research is to develop administrative competence of public servants and local self-government officials. The thesis based on an analysis of scientific literature and regulatory framework, the content of the concept of "professional competence", "types of administrative activities", "administrative competence" of publicl servants and local self-government officials. It is considered the classification of administrative activities and training needs for practically-oriented knowledge and skills, allowing improvement of training programs on the formation and administrative competence of public servants and local self-government officials. It is investigated the principles of operation of the institutional system of training for the formation and development of administrative competence of public servants and local self-government officials. It is suggested the recommendation for improving the activity of the institutional system for administrative competence training.
