Essay

This study determines the role of the settlement system in the balanced (sustained) development of the region. Forming of the stable development of the region is being done by way of balancing its constituent parts: economic, social, ecological. The system of population settlement provides the unity of these parts and balancing in its functioning as well as territorial organization and is defining for the steady development of the region as a whole. The goal of settlement system balancing is the creation of optimum settling conditions for living, working and resting of both urban and rural population, for increasing the level of life till the European standards.
