Essay

The thesis is devoted to the life’s journey, socio-political and diplomatic activities of prominent Ukrainian diplomat and politician, founder of modern Ukrainian diplomacy, the first Minister of foreign affairs of Ukrainian People’s Republic Oleksandr Shulgin. Basing on a wide range of sources, the author studied the formation of Shulgin’s ideology and political beliefs in the childhood and adolescence as well as the beginning of his political activities in his younger years. A great attention is paid to Shulgin’s active participation in the work of Ukrainian NGOs in Petrograd during the February Revolution. The author revealed Shulgin’s place and role in the formation and work of the Ministry of foreign affairs of Ukrainian People’s Republic and Ukrainian State. Shulgin’s life in exile in Prague and Paris was also analyzed. Particular stress was made on his work in Ukrainian scientific and educational institutions, his activity as foreign minister and head of Ukrainian People’s Republic government in exile.
