As a result of theoretical research there has been developed and experimentally tested a model of professional competency development of foreign language teachers of the higher military educational establishments, which stipulates the implementation of organizational and pedagogical conditions. The essence of professional competency of foreign language teachers of the higher military educational establishments has been defined. The structure and content of the professional competency of foreign language teachers have been described. The studying program and curriculum that comprises four modules have been designed and can be used as a basis for teacher training courses. It has been improved methods, forms and means and determined the stages of the development of the professional competency of foreign language teachers who work at the higher military educational establishments. The criteria and indicators have been specified. The adaptive, reproductive, productive and creative levels of professional competency development of foreign language teachers have been described and diagnosed. The organizational and pedagogical conditions of the professional competency development in the postgraduate education have been improved.The experimental verification of the simulated professionally-oriented model of professional competency development of foreign language teachers of the higher military educational establishments has confirmed its effectiveness. The cumulative results of a formative stage have shown that the implementation of organizational and pedagogical conditions, methods, forms and means has been productive and resulted in the significant increase of professional competency level.
