The thesis is devoted to models, methods and techniques of creating and implementing strategic programs of urban development(SPUD). The analysis of existing program management methodologies and approaches to regional management are given. SPRM cognitive model in the format of the input-output and feedback is built. The algorithm which is symbiosis application of scenario, project, process (SPP) approaches is given. Definition SPP-action is proposed.
