The thesis presents the results of theoretical and experimental studies of teacher preparedness to the formation of educational and cognitive competence younger students in postgraduate education, namely the analysis of the problem of formation of readiness of teachers to teaching and learning competence younger pupils in educational theory, the current state of readiness and features teacher to form 'educational competence younger pupils; analyzed the structure of interdependence 'educational competence of primary school children and teachers willingness to its formation; reasonable structure formation willingness of teachers to teaching and learning competence younger student (motivational, cognitive, operating components); the criteria of its formation and revealed its contents; made selection of content, forms and methods of formation of readiness of teachers to teaching and learning competencies of young pupils in service teacher training and tested their effectiveness.
