Essay

The present thesis is dedicated to the history and practices of recordkeeping and document management in regions of the Ukrainian SSR in the 1920s–1980s by the example of Cherkasy Region. Basing on сomplex analysis of historical and scientific source materials, in candidate dissertation key concepts of recordkeeping and document management in Cherkasy region of UkrSSR are investigated. Linguistic processes of Ukrainization of recordkeeping and document management practices in the period from 1917 to 1920 in the territory of Cherkasy region are specified. Analyzed is the work of the regional state archives regarding records management and documentation, preservation of archival documents, aspects of document workflow within state institutions and organization of professional training courses for secretaries and record keepers. Stages of rationalization of records keeping and document management activities in 1920s–1930s are also revealed. A special focus is put on the investigation of recordkeeping and document management during the occupation of the territory of Cherkasy region by Nazi Germany during World War II. Analyzed is the implementation of German language and usage of Nazi symbols by the occupants in documentation during period. Highlightened are the main tasks as for document management activities made by the Ukrainian Partisan Movement Headquarters to partisan units.Prominent role of the Archives Division of the Department of Internal Affairs of the Cherkasy region Executive Committee since 1954 in methodological and technical work of archives, improvement of documentation management of the regional institutions is studied as well as an organisation of records management and documentation of one of the first chemical industry enterprise in Ukraine in Cherkasy region since 1966. An analysis of special measures for providing professional training courses for record keepers is also carried out. Observed is the work of the Division on Archives at the House of Scientific and Technical propaganda (town of Cherkasy) for enterprises of Cherkassy region with courses on Soviet paperwork and record keeping management, regional workshops and training programmes for secretaries and record keepers in Cherkasy during 1970s and 1980s. Practical implementation of Unified system of recordkeeping and document management in Cherkasy region in the 1960s–1980s is revealed in the dissertation.
