Voyna Y. Organizational and legal bases of activity of the head of executive authority

The objective of research is to generalize the theoretical principles of organizational and legal providing of the leaders activity of executive body and reasonable scientific conclusions and suggestions with reference to its improvement in practice of public administration in Ukraine. The object of research is the system of executive power in Ukraine. The subject of research is the organizational and legal bases of activity of the head of the executive power in Ukraine. In the thesis there are generalized the theoretical principles of organizational and legal providing of leaders activity of executive body and reasonable scientific conclusions and suggestions with reference to its improvement in practice of public administration in Ukraine. It's offered the new organizational-functional model of leader's cooperation of executive body of territorial and central levels, which contains two levels of analysis: institutional (administrative role of leaders) and orientational (political roles), and it consists of three blocks: process, functional and effective. On the basis of existent classification of executive branch (central, regional, local) and their functions the contents of organizational bases of head activity is specified, that allowed to expose the specific and define necessities and requirements to organization of heads' activity on the different levels of executive bodies, to define the algorithm of differentiation of political and professional activity of heads of executive body under conditions of responsibilities' decentralization in Ukraine.
