Essay

The thesis proposes scientific-methodical approach to the solution of the problem of pavement repairs programs management by management-by-values method based on projects and programs management theory. The repairs program consists of program modules - mutually dependent repair projects and maintenance of continuous road sections with similar operating conditions. After achieving normative operational status we obtain external political, economic, social and other effects from the maintenance of roads the cost of which is difficult to take into account in the program. Using system analysis we have clarified the conceptual prerequisites of the repairs management programs.We have developed the mathematical model of optimization of the program's content and scheduling according to the criterion of minimum transport costs and we have developed analytical procedure. Mathematical model and analytical procedure enable us to determine the level of funding, sufficient to achieve the desired level of operational condition of pavement for a specified number of years. We have the genetic algorithm to find the optimal variant of annual work program.The algorithm takes into account the mutual influence of pavement degradation process and process of restoring of its status. Using the created software that implements the proposed model and genetic optimization algorithm we have developed engineering method of pavement repairs programs management
