Dissertation analyzes the social and communication practices of functioning of elites, that are involved in problems solving in which it is necessary to assert humanistic tendencies, form and settle the state issues, create new circumstances to control them and determine their effectiveness. Researched the formation process of elites, which is crucial in the works of Ukrainian scientific and journalistic authorities in the late XIX and early XX century. It is proved that systematization, classification, typology all directions of elitism, which was formed during the last century.
