Essay

Modern historical realities, new historiographical concepts , current methodological paradigms heed us to the necessity and reasonability of study and promulgate micro-historical phenomenon by so-called "everyday history" through local processes, the fate of individuals , by the study of life and living of different social groups , identifying cultural and social events of community being. The historical legacy appeal was dictated by the fact of searching the ways to reform central and local authorities in Ukraine nowadays , through which the state realize its socio-economic, political and culturalfunctions control and management processes in the region. Human factor plays an important role in this direction, as in the nowaday state institutions, courts takes place incompetence and malpractice. Therefore it is necessary to review legislative regulation of the administrative, judicial apparatus, professional and moral principles of civil servants. It is necessary to use both methods: the European experience and apply to our own traditions in the proces of reform. Therefore, the study of social-legal and socio-cultural trends in one of the largest Ukrainian provinces, in the first half of the nineteenth century is important for understanding patterns and specific features of the historical process in some regions. The thesis work studied main social groups situation in the structure of society and their economic activities, religious and ethnic classes composition, the most significant sociocultural factors and analyzed the historical and legal development of the Kiev province in the first half of the nineteenth century. Thesis work highlights the changes in administrative and territorial system of region, structure and powers of the local administrative and judicial authorities, investigate the rights, duties and importance of senior leaders of the region (Governor-Generals, military governors, civil governors, governors). Characterized the network of health institutions and population social security. Analysed ethnical, religious, cultural and educational reforms in the region.
