Essay

The thesis defines the features of the genesis and development tendencies of the monitoring system of higher education quality in Germany, clarifies the essence, structure and functions of monitoring the higher education quality. It was established the conceptual and functional structure of a complex integrated multi-component phenomenon, more exactly defined the concept of monitoring the higher education quality. It was characterized the formation and development of the quality control system of German higher education in historical perspective. It was clarified the specifics of the practice of quality monitoring the higher education in Germany with regard to the internal social and economic characteristics and general European trends. The model of monitoring system of the higher education quality in Germany was worked out, taking into account the historical experience, internal social and economic characteristics of each chronological period and on the basis of the study of current scientific theory and pedagogical practice. The model shows objects and subjects of monitoring according to its levels and different ownership forms of universities. It demonstrates the relationship of the functional elements, shows the direction of the monitoring procedures such as ranking, accreditation, evaluation, Branchmarking, Peer Review, survey. Basing on the comparative analysis of features of the strategy and tactics of higher education quality monitoring in Germany and Ukraine the progressive elements of the German experience were extracted to identify opportunities and to develop recommendations for their use in reforming Ukraine higher school taking into consideration the creating of the European Higher Education Area.
