Trush S. Kharkiv Provincial Extraordinary Commission: organization, functions, activities (1919–1922)

The object of the research – Kharkov Provincial Extraordinary Commission for the struggle with Counterrevolution, Speculation and malfeasances (Kharkiv Cheka) as a regional body in structure of All-Russian Extraordinary Commission. The dissertation purpose: study of organization, functions and activity of Kharkov Provincial Extraordinary Commission as element of the Soviet political system. The methods: deduction and induction, analysis and synthesis, logic, comparative, method of analogy; historical-comparative, historical-genetic, historical-typological, historical-system. Scientific novelty: the dissertation is devoted to complex research of the organization, functions and activities of the Kharkov Provincial Extraordinary Commission for the struggle with counterrevolution, speculation and malfeasances (Kharkiv Cheka) as a regional division of the first Soviet state security organ of All-Russian Extraordinary Commission; the author defines the organizational structure of Kharkiv Cheka, highlights stages of its development and considers tasks, functions, legal status and place among provincial authorities; the thesis analyzes the activities of Kharkiv Cheka and characterizes its methods and results; the activities consisted of the struggle against political crimes, economic crime and criminal gang; the formation of personnel of Kharkiv Cheka, material security and working conditions of employees of provincial emergency commissions are investigated; the process of realization of chekist professional ethics is based on materials of staff of Kharkiv Cheka. It is proved that, despite the specificity of formation and functioning of the Kharkiv Cheka, conclusions can be extended to other provincial emergency commissions. Practical value of research: the materials of research can be used by preparation of special courses on a history of a political terror in ХХ century, political history, local-lore history and also in cultural-mass, educational and museum-exhibition work.
