Dissertation is devoted to the development of models and methods of planning management cost of building-energy projects, taking into account the time value shifts the individual resources of the investment restrictions to ensure compliance with the deadlines and implementation in order to improve the efficiency of projects to create energy facilities. The peculiarities of management of building-energy projects, developed their classification and the models of life cycles and the investment of choice for the approach to the planning of their value. A method for identifying, analyzing stakeholders building-energy projects based on the principles of software engineering methodology, which involves the use of various techniques of gathering requirements, improves the quality of registry requirements for BEP, and hence the quality of the project planning process. Formed substantive and temporal models of building-energy projects based on aggregation technology to determine the set time of the project and the formation of the initial information for the planning of cost in a wide variety of functional elements. The method of planning the cost of building-energy projects, based on a resource approaches and models of aggregation, which takes into account the presence of two types of resources: an active variable and fixed cost in time, thus reducing the value the entropy of the project is still in the early stages and get a realistic estimate for enforcement investment restrictions. The method of construction of BEP financing plan based on common aggregated content and timing model and the investment cycle, which allows you to build a forward-looking resource model at the start of each stage of the investment provides the project on time. A method used in the pre-investment stage of building-energy projects in the framework of the monitoring system, to determine the effectiveness of the planning process of its value. The practical implementation of the recommendations of research results in real economic conditions and in the educational process is considered.
