In dissertation on the basis of wide circle of historical sources and scientific literature there is investigated the activity of Kyiv City Council in 1871-1914, created for organization of municipal economy according the city regulation of 1870. Activity of city councils, as elective institutes, there are intensively studied, however history of Kyiv remains out of historians attention. Work has its actuality by increase of role of self-government in the today's state-creative processes in Ukraine chosen the European's vector of development. There are considered the electoral practices as mechanism of forming of municipal government bodies and reflected the composition of corps of glasny (public persons) and organization of council work. It's proved that a municipal association got the right to vote, used it not in a complete measure because of the shortage of experience, education and political maturity. According to city regulation of 1870 the greater part of residents of Kyiv, mainly uneducated and poor, was removed from elections. During the first five electoral campaigns about 4,064 thousand persons on the average on the basis of the property qualification had the voting rights, that presented 3,5% of all city population. After 1892 during the next five elections - 2,932 thousand citizens on the average (1% of all population), but their activity grew twice - 1,207 thousand persons voted (41,2%).
