In the thesis based on wide sources the experience of the principle of accessibility in public preschool education in Ukraine (20's - 30's of the twentieth century) is comprehensively studied. The source base on the study is analyzed and systematized. The article deals with the essence of the notion of "accessibility to education" and sets conditions for the implementation of the principle of accessibility to education. The social, economic, political, cultural and educational prerequisites of mainstreaming principle of access to public preschool education in Ukraine in the designated period are analyzed.
