This thesis focuses on the research of theoretical and methodological aspects of formation and development of the stateservice institution in the conditions of the administrative reform in Ukraine. The thesis outlines basic concepts which define the essence of the stateservice institution in the conditions of the administrative reform. Much attention is paid to institutionalization and institutional changes inthestate service. Regulatory and legal principles of formation and developmentof the state service institution in Ukrainehave been analyzed. The characteristics offormation and development of the stateservice institution in the conditions of the administrative reform in Ukraine have been researched and an institutional matrix of the state service has been constructed. Foreign experienceinformation and development of the stateservice institution in the conditions of the administrative reform and possibilities of its implementation in Ukraine have been summarized. The directions of improving the stateservice institution in the conditions of the administrative reform have been defined and a model of managing the institutional development of the state service has been designed. Practical recommendations for the development of the stateservice institution in the conditions of the administrative reform have been formulated. The object of the research issocial relations which take placein the process of formation and development of the stateservice institution in the conditions of the administrative reformin Ukraine. The subject of the researchis formation and development of the stateservice institution in the conditions of the administrative reform in Ukraine.
