Dissertation is devoted to development of models, methods and mechanisms of structuring projects of automated systems of anti-crisis management (as in System 112). It focuses on the development of the method of project WBS-structure modification (as in System 112) which made it possible to get temporary reserves of operations for planned basic structures of regional projects. The thesis also dwells upon the formation of a model-scheme of resource management in terms of multiproject regional environment of automated system implementation of anti-crisis management in civil protection which allows to harmonize planning and actual resource indicators of regional programs.
